If you try to upload picture from Windows Live Writer (WLW) to blogger, most likely you encounter a
Failure:403
Failure to connect to remote server.
To solve this, go to your Google Picasa Account http://picasaweb.google.com/
Create a empty new album, named it : “Windows Live Writer”
After that your WLW will be able to upload picture to the blogger.
This is because WLW don’t know where to upload to in Picasa, by specifying that folder, it has a location to upload to.
